DC Lottery Operator Bally’s Intralot Announces New Partnership With DCI

The longtime operator of the DC Lottery, Bally’s Intralot, on Monday morning announced a new partnership for its operations in the nation’s capital, ending its relationship with Veteran Services Corporation (VSC) in favor of a new one with D.C.-headquartered Dynamic Concepts Inc. (DCI). The partnership is pending regulatory approval.

The announcement came just one business day after major news for Bally’s Intralot, as the casino giant agreed Friday to acquire U.K.-based Evoke for approximately $326 million, which led to an immediate spike in Evoke’s share price.

Intralot, as the company was known prior to its merger with Bally’s in 2025, has been the DC Lottery’s operator for more than 15 years. That period includes a controversial tenure as the sole operator of online sports betting in the District of Columbia, running the GambetDC app that became known for technical glitches and underperforming relative to its promised tax revenue figures. GambetDC’s tenure ended in a $6.5 million fraud settlement, with Intralot and VSC accused of submitting more than 100 fraudulent invoices.

Based on the wording and quotes in Monday’s announcement — the headline of which included the phrase “commitment to transparency” — it seems Bally’s Intralot views moving on from VSC as an opportunity to turn the page.

“This is a fresh start for Bally’s Intralot in Washington, D.C.,” said Intralot interim CEO Richard Wheeler in a release. “The company is introducing new CBE partners eager to take on substantive roles, offer equitable participation, and gain long-term growth opportunities. These partnerships are intended to drive real economic impact across the District, supporting local businesses, job creation, and inclusive development. We’re excited to move forward with partners who share our vision and our values.”

The new partner

DCI is a local company with more than 40 years of experience providing infrastructure and management support services.

Its co-founder and CEO, Pedro Alfonso, said in the release: “We’re thrilled to partner with Bally’s Intralot, a world leader in gaming solutions, as it continues to serve the people of the District a best-in-class lottery experience. We are well positioned to further expand the work that Bally’s Intralot does in support of the DC Lottery.”

That work includes supporting such D.C.-based community organizations and initiatives as the Boys & Girls Clubs of Greater Washington D.C., Friends of Emery Heights, N Street Village, and the University of the District of Columbia.

According to Monday’s release, the DC Lottery has generated more than $200 million for the district since 2019.

The new partnership is certainly a more positive piece of news for the DC Lottery to announce than the last time it had to issue press releases, after a coding error caused problems across three weeks of local lottery drawings.
